He poured half the water from the bucket and 12kg was left (bucket+water), so 21kg – 12kg= 9kg (the weight of half the water which he poured away). 2 halves = 18kg of water in total, therefore the bucket weighs 3kg which is the difference between 21kg of total weight including bucket and 18kg of water. The answer is 3kg.
