Step 1: Set up an expression for each number.

The other number is "3 more than twice" x, so it = 2x + 3
Step 2: Use the fact that their sum is 39.
x + (2x + 3) = 39
Step 3: Simplify and solve for x.
3x + 3 = 39
3x = 36
x = 12
Step 4: Find the other number.
2x + 3 = 2(12) + 3 = 27
Check: 12 + 27 = 39 ✓
